This progress bar shows you the current state of the non-finished preset. So you could send out this preset 39 times. In this example the preset consists of 100 Spearmen and in your village are 3908 of them stationed.

The number is tied to the rally point level. Your village has a limited amount of simultaneous attacks that can be sent out from it. The rally point is the central meeting point of your troops and the place you need to coordinate them.
